Alexander Soria Lopez is a distinguished former Undersecretary of the Department of Energy (DOE), where he played a critical role in addressing human and natural security threats to ensure the uninterrupted supply and delivery of energy services across the country. During his tenure at DOE, he oversaw the Field Offices in Luzon, Visayas, and Mindanao, as well as the Consumer Welfare and Protection Office (CWPO) and the Internal Audit Division (IAD). He also served as the DOE’s principal representative to various national security boards, committees, councils, and task forces.

 

Before his appointment to the DOE, Lopez had a notable career in the Armed Forces of the Philippines (AFP), where he served for over 38 years, retiring with the rank of Vice Admiral (3-star) in the Philippine Navy (PN). His extensive military background includes expertise in operations, intelligence, education and training, humanitarian assistance and disaster relief (HADR) operations, operational logistics, diplomacy, and management. A graduate of the Philippine Military Academy (PMA) in 1982, Lopez held several key positions in the AFP, including Commander of Western Command (WESCOM) AFP, Deputy Chief of Staff for Education and Training (J8) AFP, Commander of Fleet-Marine Ready Force (FMRF) PN, and Philippine Defense and Armed Forces Attache to the Republic of Singapore. He also commanded five commissioned Philippine Navy vessels.

 

Lopez holds a Master’s degree in Business Economics from the University of Asia and the Pacific (UA&P) and has completed numerous military training programs and specialty courses from prestigious local and international military institutions. His dedicated service and diverse experiences have made him a respected leader in both the energy and defense sectors.
